CAESAR … PILATE … HEROD / LUKE 3:1-2

(KJV) Luke 3:1-2

Now in the fifteenth year of the reign of Tiberius Caesar, Pontius Pilate being governor of Judaea, and Herod being tetrarch of Galilee, and his brother Philip tetrarch of Ituraea and of the region of Trachonitis, and Lysanias the tetrarch of Abilene, ²Annas and Caiaphas being the high priests, the word of God came unto John the son of Zacharias in the wilderness.

Sovereigns and Subordinates: When the Word of God Bypassed the Palaces

We often look for God to move in the corridors of power, but history shows He frequently bypasses the thrones of earthly rulers to speak to the regular, faithful heart.

The Setting of the Stage

In Luke 3:1-2, the Gospel writer anchors the beginning of John the Baptist’s ministry in precise historical detail:

“In the fifteenth year of the reign of Tiberius Caesar—when Pontius Pilate was governor of Judea, Herod tetrarch of Galilee, his brother Philip tetrarch of Iturea and Traconitis, and Lysanias tetrarch of Abilene—during the high-priesthood of Annas and Caiaphas, the word of God came to John son of Zechariah in the wilderness.”

Historians of the ancient world dated major events by the reigning years of their rulers. By naming these specific figures, Luke reminds us that the Gospel is not a myth or a fable; it unfolded in real time, in a concrete geographical setting, under the watch of known historical leaders.

Earthly Power Divided

At the absolute top of the global hierarchy sat Tiberius Caesar, ruling over the vast expanse of the entire Roman world. Beneath him operated a complex web of subordinate rulers, managing various fractured territories.

Following the death of Herod the Great in 4 B.C.—the infamous king who sought to kill the infant Jesus—his expansive kingdom was split into pieces. His sons (Archelaus, Herod Antipas, and Herod Philip), along with a ruler named Lysanias, took oversight of these smaller regions. They were called tetrarchs, a term literally meaning “ruler over a fourth.”

To the human eye, these men held the future in their hands. They controlled the military, dictated the economy, held the power of life and death, and occupied the most luxurious palaces of the day.

The Word in the Wilderness

Yet, notice what happens in Luke 3:2. Luke lines up the greatest political and religious heavyweights of the era: Caesar, Pilate, Herod, Philip, Lysanias, Annas, and Caiaphas. Then, the narrative completely bypasses them.

The text does not say the word of God came to Caesar in Rome, or to Pilate in his fortress, or to Herod in his court.

Instead, the word of God came to John in the wilderness.

God ignored the centers of human influence and prestige. He chose a man wearing camel’s hair, eating locusts, standing in a barren desert. Earthly positions, titles, and political divisions mean very little to the Almighty. He looks for a heart prepared to listen, a voice willing to speak truth, and a life ready to pave the way for Jesus.

Closing Prayer

Heavenly Father,

We praise You because You are the Sovereign Ruler over all kings, presidents, and governors. While earthly leaders divide kingdoms and project their power, You hold the entire universe in Your hands. Help us not to be intimidated or distracted by the political noise and systems of this world.

Forgive us for the times we look to human palaces for answers instead of looking to You. Keep our hearts quiet enough to hear Your voice, even when we find ourselves in dry or lonely wilderness seasons. Prepare us to be faithful messengers of Your truth to those around us.

In Jesus’ name we pray, Amen.
